Rates, limits and party shares, read from the game server itself.
Reset count is not the point here. The more resets a character has, the slower experience comes in: x50 at the start, x1 past the two hundred and tenth. There are 215 in total - beyond them a character grows through gear, options and mechanics rather than a number on the profile.
So no one pulls ahead just by logging more hours: the pool of free stat points is the same for everyone and known in advance. And catching up with an older character is realistic, because the early resets go quickly and everyone outside the top of the board earns bonus experience on top of their rate.
Content opens in steps, and so does the ladder itself: the reset ceiling moves in stages of 25, the next one arriving once enough accounts have reached the stage below it. Every stage is listed in the Reset system article.
